PUBLIC NOTICE
The Board of the Saline County Regional Solid Waste Management District intends
to adopt a Rule Regulating the Operation of the District’s Waste Tire Collection
Center and Setting Fees for Disposal of Waste Tires at the Collection Center.
A copy of the proposed Rule is available without charge at the offices of the
District located at 520 Edison Avenue, Benton, Arkansas 72015 or may be
downloaded at https://www.recyclesaline.org.
A public hearing will be conducted at 11:00 a.m., Thursday October 8, 2026, at
the offices of the District.
Any interested person may present his or her position on the intended action of
the Board or on the issues related to the intended action of the Board in person
at the public hearing, or in writing delivered in person or by regular mail to the
offices of the District, or by e-mail to tiffany@recyclesaline.org, prior to 12:00
noon, Friday, October 16, 2026.

Adding to the Arkansas Code of Administrative Rules
Subpart 8 CAR § 251-400
8 CAR § 251-401. Definitions.
As used in this subpart:
(1) “District” means the Saline County Regional Solid Waste
Management District;
(2) “Extra-large tires” means tires thirty-eight inches (38″) in
diameter and larger including heavy-duty truck tires;
(3) “Large tires” means tires thirty-five inches (35″) in diameter but
less than thirty-eight inches (38″) in diameter;
(4) “Passenger car tires” or “light truck tires” means tires under
thirty-five inches (35″) in diameter with no rim;
(5) “Resident” means a person, business, or organization who is
not a waste tire processor nor a waste tire generator;
(6) “Rim” means the circular metal structure that supports a tire
and holds it in place on a vehicle;
(7) “Waste tire generator” means a person, business, or
organization that creates or discards waste tires through its operations,
resulting in tires that are no longer suitable for their intended use and which
must be recycled, processed, stored, or disposed of; and
(8) “Waste tire processor” means a person, company, or facility that
collects, stores, transports, recycles, repurposes, or disposes of used tires.
8 CAR §251-402. Waste tire program.
(a) Pursuant to Arkansas Code § 8-6-718, the district has established and
operates a waste tire collection center at which residents may dispose of their
waste motor vehicle tires at no cost except as provided by this subpart.
(b)(1) Residents may dispose of up to four (4) passenger car tires or light
truck tires per month at no cost at the district’s tire collection center.
(2) Delivery of any tires additional to the first four (4) per month will
incur the fees set out below.
(c) Fees required by this subpart are additional to any and all fees
charged pursuant to state law or rule in connection with the sale, purchase,
distribution, or disposal of tires.
(d) Waste tire processors and waste tire generators will pay the fee
specified below for every tire they deliver to the district’s tire collection center.
(e) The district’s tire collection center will not accept any rims.
(f) The district’s tire collection center will not accept any extra-large
tires except as approved by the executive director of the district in the conduct
of a tire cleanup event.
(g) At the time of delivery to the district’s tire collection center the
person making the delivery shall pay the fees specified as follows:
(1) Passenger car tires or light truck tires – six dollars ($6.00) per
tire;
(2) Large truck tires – twelve dollars ($12.00) per tire; and
(3) Tires delivered by waste tire processors and waste tire
generators – three dollars ($3.00) per tire.
8 CAR § 251-403 Tire cleanup events.
(a) the Executive Director of the District may approve tire cleanup events
from time to time.
(b) If the sponsor of a tire cleanup event is the state, a county or a
municipality, the sponsor shall pay the following fees:
(1) Passenger car tires or light truck tires – two dollars ($2.00) per
tire;
(2) Large tires – five dollars ($5.00) per tire; and
(3) Extra-large tires – twenty-five dollars ($25.00) per tire.
(c) If the sponsor of a tire cleanup event is a resident, the sponsor
shall pay the fees set forth in 8 CAR 251-402(g) unless otherwise stated by the
executive director of the district.
